APPLICATION PROCEEDURES

PURPOSE OF TRUST APPLICATION

Before any payment can be made to a vendor, the household must apply and have its eligibility determined by the local agency.  An approved application is required before payments are made from Trust funds.

Use the Trust Application (Trust-101) for each Emergency Cooling Assistance and Emergency Energy Assistance application.  It serves as the:

  • Official Trust application.
  •  
  • Case record and information document to record most, if not all, of the household information necessary to complete an application.
  •  
  • Notice to the household of award, pending, or denial.
  •  
  • Official award notice to the vendor of the expected payment amount for the household.
  •  
  • Information reporting document to submit to the Trust or its authorized agent.

PENDING APPLICATION FILE

Procedure

Maintain a 15-day pending application file.  If a household with a pending application is denied assistance, notify that household of its denial by the end of the 15th day from the date of its application.  If the household does not provide verification within 15 days of the date of application, the application is denied.

In cases where the local agency has received written notification for assistance in securing the verification(s), the case worker is responsible for securing such verification(s) and issuing a decision on the pending application within the 15-day standard of promptness. 

Records

Document in the case record the reason(s) for any delay in processing the application in a timely manner.  The application should be completed as soon as possible thereafter.
